James W. Penrose

Mr. Penrose has participated in a number of high-profile political and constitutional cases. These have included the litigation that resolved the 2003 legislative budget impasse, the successful challenge to Bob Beers’ “tax-and-spending-control” initiative in 2006, and the removal from the ballot of Sharron Angle’s property tax initiative in 2008. He was also the principal drafter of the room tax initiative adopted by the Nevada Legislature in 2009, which now generates more than $100 million annually for the support of Nevada’s public schools. The bulk of his practice is devoted to litigation in the fields of labor and employment law, constitutional law and commercial law.
